AI-Enabled End-to-End Recruitment Transformation

Türkiye Sigorta is a national insurance company operating across life and non-life insurance, serving individual, corporate, and public sector segments, and holding one of the largest customer portfolios in Türkiye. The organization defines sustainable growth and organizational transformation as strategic priorities and positions human capital as a key driver of data-driven decision-making, supported by technology-enabled HR practices.

In 2024, digital transformation was identified as a company-wide priority, with recruitment designated as the most critical transformation area within Human Resources. In response to growing organizational scale and evolving talent needs, Türkiye Sigorta implemented an AI-enabled end-to-end recruitment model, transforming recruitment from an operational process into a strategic, data-driven capability.

An assessment of existing recruitment practices revealed high operational workload, long time-to-fill durations, fragmented data structures, and limited analytical support in candidate evaluations, negatively affecting efficiency, decision quality, and candidate experience. To address these challenges, recruitment was redesigned as a measurable, transparent, and sustainable talent acquisition ecosystem.

The AI-enabled solution introduces an integrated decision support architecture that goes beyond automation. Instead of eliminating candidates, artificial intelligence ranks them through multi-dimensional competency and experience scores, expanding recruiters' decision sets while reducing reliance on individual intuition. Standardized interview frameworks and unified reporting structures minimize CV-centric screening, interviewer bias, and subjective judgment, creating a more predictable and fair evaluation process.

Designed as an ethical and transparent decision support model, the system is built on historical recruitment data, role requirements, and competency frameworks. Candidate-role fit is assessed through explainable scoring mechanisms, while final hiring decisions remain fully under human accountability, ensuring AI supports-rather than replaces-professional judgment.

Following implementation, 833 candidate interviews were conducted, and 376 out of 393 open positions were filled, achieving an approximately 95% position fulfillment rate. Average time-to-fill decreased by 55%, documentation processing time was reduced by 82%, interview scheduling time improved by 50%, and CV pool creation time was shortened from two days to 30 minutes, representing a 99% improvement. Candidate satisfaction surveys recorded an average score of 4.8 out of 5, reflecting enhanced candidate experience driven by faster feedback and transparent communication.

The model operates as a fully integrated end-to-end decision support system covering pre- and post-interview stages, including AI-generated competency-based interview questions, structured interviewer feedback, data-driven evaluation reports, and standardized AI-supported reference checks. As a continuously learning machine learning architecture, the system continuously improves candidate-role matching accuracy, enabling Türkiye Sigorta to establish a scalable, sustainable, and sector-leading recruitment model.
