The General Administration of Customs - Abu Dhabi

The Strategic Vision (The "Why")

Abu Dhabi Customs (ADC) embarked on a transformative AI journey to modernize customs operations, enhance regulatory compliance, and deliver faster, more transparent customer experiences-fully aligned with the UAE's national digital transformation agenda. Faced with growing trade volumes and increasingly complex risk profiles, ADC envisioned an AI-powered customs ecosystem that enables data-driven decision-making, proactive risk management, and operational excellence.

Through more than 70 structured design-thinking workshops and close collaboration with global technology partners, ADC identified 177 potential AI use cases across customs domains. These were consolidated into 140 actionable initiatives and strategically prioritized into 8 high-value use cases for Wave 1 delivery, ensuring rapid value realization while establishing a scalable foundation for enterprise-wide AI adoption.

The Implementation Roadmap (The "How")

ADC adopted a phased and execution-focused roadmap to translate strategy into measurable outcomes.

Discovery & Prioritization: A comprehensive assessment identified 177 AI opportunities, consolidated into 140 actionable cases. Using a structured impact-and-feasibility framework, ADC prioritized 8 high-value for Data Science use cases in DHAFRA system, including Importer 360 and duplicate detection, to maximize early business impact.

GenAI Pilots: ADC mobilized four Generative AI use cases-including Post Clearance Audit-leveraging IBM's GenAI Factory to rapidly prototype, test, and operationalize AI-driven workflows.

Platform Hardening: To ensure scalability and resilience, ADC upgraded its CP4D and OpenShift platforms, optimized the Enterprise Data Warehouse (EDW), and deployed secure APIs to enable inter-agency data sharing with key entities such as ICP, MOFA, and ADAFSA.

Execution: End-to-end delivery covered solution design, system integration, user acceptance testing, and production rollout of AI-powered workflows-ensuring regulatory compliance, performance monitoring, and future scalability.

Responsible AI & Governance

Responsible AI was embedded at the core of ADC's strategy. An AI+ governance framework was established in alignment with UAE regulations, ethical principles, and international best practices. This framework governs the full AI lifecycle, including data privacy, model risk management, auditability, and continuous monitoring.

ADC also launched an AI+ Advocate Network and an AI Academy to build internal capabilities, promote ethical AI adoption, and ensure transparency and accountability across all AI initiatives.

Measuring Success (The Outcomes)

Since July 2023, ADC has delivered significant, quantifiable results:

  • Post Clearance Audit: Automated auditing reduced manual effort by 60% and improved anomaly detection by 25%.
  • Smart Self-Clearance: AI-powered invoice scanning reduced clearance times by 40%, improving throughput and customer satisfaction.
  • Smart Goods Valuation: Integration with global pricing databases improved valuation accuracy by 30%, reducing fraud and discrepancies.
  • Importer License Validation: Automated checks achieved 99.8% accuracy, reducing validation time from 2-3 minutes to under 10 seconds.

Overall, data entry errors decreased by 95%, AI now supports 100% of declarations, manual intervention was eliminated for 50,000+ transactions annually, customer satisfaction increased by 20%, and post-approval corrections and escalations were significantly reduced-strengthening transparency, efficiency, and compliance.

The "Human Factor" & Leadership

ADC's AI success was driven by strong executive sponsorship and cross-functional collaboration. Senior leaders championed AI as a strategic enabler, fostering a culture of innovation, agility, and co-creation with global partners. By augmenting human expertise rather than replacing it, ADC empowered teams, accelerated adoption, and positioned itself as a regional benchmark for AI-driven government transformation.
