- Organization Description:
PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) conducts upstream oil and gas exploration and production in the Offshore North West Java working area. The company plays a key role in supporting Indonesia's energy security and economic growth, while implementing safe, sustainable, and socially responsible operations through strong environmental management and community engagement.
Since 2022, PHE ONWJ has delivered a pioneering CSR innovation through the JAM PASIR (Jaga Alam Melalui Pemberdayaan Masyarakat Pesisir) Program, introducing APPOSTRAPS as a breakthrough climate adaptation and coastal protection solution. This patented innovation transforms discarded motorcycle tires into hollow triangular structures that reduce wave energy, trap sediment, and accelerate land formation while remaining affordable and community-installable.
APPOSTRAPS represents a novel integration of waste circularity, ecosystem restoration, and community empowerment, offering a practical alternative to conventional concrete breakwaters that are costly, technically complex, and inaccessible to local communities. The innovation empowers coastal communities to act as implementers of climate resilience solutions, strengthening ownership and sustainability.
The program has generated measurable environmental, social, and economic impacts. Environmentally, APPOSTRAPS contributed to 3.72 hectares of new land formation and a 400-meter shoreline extension, supported habitats for 30 flora and 55 fauna species, and enabled the planting of 52,000 mangroves with an estimated 15.86 tCO-eq/year sequestration potential. The reuse of 19,100 waste tires reduced potential emissions by 24.01 tCO-eq/year, demonstrating a circular economy approach.
Socially, the program protected 861 coastal households, strengthened disaster preparedness among coastal children, and engaged 2,407 direct beneficiaries through training, education, and community group development. Economically, JAM PASIR generated IDR 175 million annually from ecotourism and MSMEs, created employment opportunities, and achieved up to 70% cost savings compared to conventional coastal infrastructure, with a Social Return on Investment (SROI) of 3.96. Following its success, APPOSTRAPS has been replicated in other Ring 1 areas and recognized by local governments across Java and Sumatra as a scalable coastal protection strategy. The innovation demonstrates how CSR-driven technology can deliver climate resilience, waste reduction, and inclusive economic growth, positioning JAM PASIR as a replicable model for sustainable coastal management.
