Organization Description:

The General Directorate of Identity and Foreigners Affairs - Dubai has assumed the responsibility since its inception to this day to contribute to improving the quality of life in the Emirate of Dubai and achieving the highest results in the security and safety indicator. The General Directorate of Identity and Foreigners Affairs - Dubai (GDRFAD) has worked to provide proactive and smart services

Since July 1, 2023, the General Directorate of Residency & Foreigners Affairs - Dubai (GDRFAD) has strengthened its standing as one of the region's leading government innovators. In 2024, it earned the GInI CGInO - Excellence certification and became the first government entity to obtain the Accredited Innovation Lab (AInL(TM)). With 526+ registered IP assets, a mature innovation portfolio, and a structured research-design-experiment methodology, GDRFAD has become a regional benchmark for institutional innovation and future readiness.

Building on this foundation, GDRFAD led one of the UAE's most transformative government service innovations: the "Work in Dubai" Integrated Bundle. Developed with MOHRE, DHA, the Federal Authority for Identity & Citizenship, and Dubai Insurance, the initiative replaced a fragmented, multi-agency process with a unified digital experience that consolidates approvals, payments, data flows, and customer interactions in one journey.

Organizational Management Innovation

Before the initiative, employers interacted with 5 entities, completed 15 steps, submitted documents repeatedly, and made 10 physical visits. Processes were long and lacked transparency. GDRFAD redesigned the operating model through integrated governance, unified service standards, shared data policies, and synchronized validity periods across contracts, insurance, and residency. A single digital gateway now manages the entire hiring lifecycle end-to-end.

Customer Service Innovation

The new employer-centric model delivers a seamless, proactive journey. Over 1.2 million annual transactions now pass through one channel. Processing time decreased from 4-8 weeks to 3 weeks; touchpoints reduced from 15 to 7; and visits from 10 to 1 (medical test and biometrics). Employers apply once, upload once, and pay once, receiving all services automatically-work permit, medical scheduling, status change, residency issuance, and Emirates ID.

Information Technology & Automation Innovation

The bundle is powered by extensive RPA automation across all partner entities. Back-end workflows, eligibility checks, data validation, and approvals run without human intervention. API integrations enable real-time tracking, one-time document capture, and automated service triggers. This reduces manual workload, errors, and operational bottlenecks while improving accuracy and delivery speed.

Collaborative Innovation

The initiative establishes a national model for shared digital governance. Policies, service journeys, data architecture, and SLAs were co-designed in GDRFAD's accredited innovation lab. All partners operate under a unified framework with aligned KPIs for time, quality, and customer satisfaction, ensuring consistent service delivery across Dubai.
