- Organization Description:
The Federal Tax Authority (FTA), the government entity responsible for the administration, collection and enforcement of federal taxes, was established in 2016 by the President of the UAE, His Highness Sheikh Khalifa Bin Zayed Al Nahyan, via Federal Decree-Law 13 of 2016.
During the first quarter of the year, the Contact Center faced an acute operational crisis driven by a sharp surge in inbound demand that exceeded available capacity, resulting in call abandonment rates of up to 58% and service levels dropping to 8%, placing citizen trust and accessibility at significant risk.
In response, the organization implemented an innovative, people-first transformation that redefined traditional government contact center operations through agility, cross-functional collaboration, and performance transparency.
Immediate service stabilization was achieved by activating an internal Talent Pool, redeploying pre-trained employees from Registration and Enforcement to rapidly expand inbound capacity, while simultaneously launching a structured hiring initiative that successfully onboarded 22 new agents to ensure long-term sustainability.
Throughout the recovery phase, leadership maintained strict operational governance, closely monitoring Average Handle Time to balance efficiency with service quality and prevent performance degradation during rapid scaling.
To further empower frontline teams and improve operational accuracy, the Contact Center enhanced its CRM platform and introduced an integrated internal system that simplified agent workflows and enabled fast, intuitive reporting, significantly reducing manual effort and improving data consistency. Agents were able to capture, track, and report cases more efficiently, allowing supervisors to access real-time insights and make informed, data-driven decisions.
To embed accountability and sustain high performance, a transparent ranking system was introduced using a balanced scorecard approach that aligned service level adherence, quality outcomes, productivity, and attendance, ensuring fair and holistic performance measurement.
This data-driven framework was reinforced through a monthly Performance Magazine that transformed operational metrics into an engagement and recognition platform by celebrating top performers, highlighting improvement journeys, sharing best practices, and reinforcing a culture of continuous improvement. Collectively, these initiatives shifted performance management from reactive oversight to proactive empowerment, driving higher engagement, ownership, and consistency across the frontline.
As stability was restored, the Contact Center transitioned from crisis recovery to strategic optimization, focusing on coaching-led AHT improvement, gradual reduction of reliance on loaned resources, and predictive capacity planning to consistently sustain service levels at or above 90%.
This integrated model demonstrates how innovation in a government contact center extends beyond technology, leveraging workforce flexibility, data transparency, and cultural transformation to deliver resilient, scalable, and citizen-centric service excellence.
