The General Directorate of Identity and Foreigners Affairs - Dubai (GDRFAD) has worked to provide proactive and smart services
The General Directorate of Residency and Foreigners Affairs - Dubai (GDRFA) has emerged as a regional and global pioneer in building an inclusive, innovative, and future-ready workplace. By leveraging advanced scientific frameworks in Employment Branding, Employee Value Proposition (EVP), Talent Management, Behavioral Insights, and the EFQM Model, GDRFA created an integrated ecosystem that strengthens employee attraction, engagement, development, well-being, and retention. This HR transformation aligns fully with the Dubai Government's vision for a world-leading, agile, and happy government.
A major foundation of GDRFA's model is the integration of corporate reputation with global employment branding science. Research shows that employer attractiveness results from the convergence of applicant expectations, branding channels, employee experience, EVP, and organizational culture. GDRFA adopted this model to ensure strategic alignment between its identity, employee needs, and societal trust. The entity incorporated key global applicant expectations into its systems-short hiring processes, fast feedback, transparency, respectful interactions, and accessible information. These practices, supported by real-time communication through the Kafaati platform, enabled a 97.6% recruitment success rate, strengthened trust, and reinforced GDRFA's reputation as one of Dubai's most credible government employers.
GDRFA developed a comprehensive employer branding architecture across three domains: online, overarching, and offline branding. Online branding includes transparent career pages, structured job descriptions, storytelling videos, and social media content highlighting employee culture and achievements. Overarching branding is reinforced through employee ambassadors, a structured candidate experience program, and multiple institutional recognitions that bolster corporate reputation. Offline branding includes career fairs, talent mobility events, innovation labs, happiness assemblies, and community engagement programs. Together, these pillars have elevated GDRFA as an employer of choice, reflected in improved attraction and retention indicators.
GDRFA's EVP is built on five globally recognized pillars: career progression, work content, affiliation, compensation, and benefits. In career development, the organization achieved 98.2% clarity in career paths, 98.15% learning satisfaction, and trained thousands through the Ethraa e-learning platform. Promotions became more transparent through the 4x4 Behavioral Insights methodology. In work content, employees benefit from job rotation opportunities, access to innovation labs, and AI-assisted workload analysis that ensures fair role distribution.
Affiliation and workplace culture remain key strengths. Through its six-pillar Happiness & Well-being Framework, GDRFA ranked among the top three happiest Dubai Government entities for three consecutive years, including first place in 2023, and reached a 95.3% employee happiness score in 2024. Open-door sessions and a high-trust culture enhanced psychological safety and belonging.
Compensation systems combine flexible financial and non-financial rewards. The Happiness Bank achieved over 90% utilization, and transparent performance-based compensation increased employee motivation. Benefits include comprehensive medical insurance, on-site health services, mental health support through Wesal, and flexible working arrangements that contributed to a 97.68% satisfaction rate in work-life balance.
Aligned with the EFQM Approach-Deployment-Assessment-Refinement (ADAR) model, GDRFA integrates global HR frameworks, UAE federal regulations, corporate reputation strategies, behavioral insights, and design thinking. Deployment includes Happiness Officers, the Kafaati feedback platform, Happiness & Quality of Life Labs, digital dashboards, and 90%+ participation in engagement and wellness initiatives. Assessment methods include eNPS, mNPS, cNPS, annual surveys, retention KPIs, hiring speed, absenteeism analysis, and ROI tracking. Refinement is supported by continuous EVP updates, flexible and hybrid work policies, and employee-led innovations generated through Happiness Labs.
GDRFA achieved strong results across all dimensions: 95.3% employee happiness, 97.6% recruitment success, 96% talent assessment efficiency, 125 high-potential employees identified in 2025, thousands trained, reduced absenteeism through wellness initiatives, and improved institutional reputation supported by data and testimonials. These achievements enhanced organizational agility, retention, and readiness for future government challenges.
Overall, GDRFA's scientifically designed HR ecosystem positions it as a benchmark for inclusive and innovative government workplaces, delivering measurable value to employees, the organization, and society.
