- Organization Description:
Abu Dhabi Heritage Authority is a government body in the Emirate of Abu Dhabi, United Arab Emirates, established to preserve, promote, document, and celebrate Emirati cultural heritage and traditions.
Since July 2023, the Procurement Department at the Abu Dhabi Authority for Culture & Heritage has undergone a pioneering institutional transformation, shifting from a traditional paper-based model to a fully integrated institutional system based on strategic planning, digital transformation, and human capacity development.
Prior to this transformation, the department faced several challenges, including the absence of a unified annual procurement plan, multiple procedural models, lengthy procurement cycles, limited preventive control tools, inefficient spending practices, and operational instability.
Organizational Management
A comprehensive institutional procurement strategy was adopted, including the standardization of procedures and templates, the preparation of an annual procurement plan, and the activation of an authority guide to ensure clarity of roles and responsibilities.
Fifteen standardized organizational templates for procurement procedures were developed, and unified checklists were applied to reduce transaction returns and inquiries, while enhancing oversight and improving output quality.
Digital Transformation
The digital shift included the implementation of the Oracle Procurement System, electronic signatures, digital invoicing, and e-tendering. In addition, digital dashboards were developed to enable real-time performance monitoring, thereby enhancing transparency and accelerating decision-making processes.
Vendor Management and Governance
Suppliers were classified according to an institutional model into 12 strategic, 28 operational, 20 vital, and 23 interactive suppliers. Supplier evaluation criteria were established for participation in pricing and documentation processes.
A structured negotiation plan was implemented with two primary focus areas: financial negotiation and service-level negotiation. Comprehensive supplier performance evaluations were conducted in two stages every six months. Furthermore, a contract closure model was developed to ensure compliance and identify any outstanding obligations or violations.
Human Resource Development and Customer Service
The "Our Procurement is Our Responsibility" initiative was launched periodically to raise employee awareness of the importance of procurement. This included specialized CIPS training programs and internal workshops.
Employees were educated on the Procurement Charter, information confidentiality, and conflict of interest policies, supported by acknowledgment and signature approvals. In addition, a dedicated communication channel was established for companies to submit complaints and suggestions, contributing to increased satisfaction among stakeholders and suppliers.
Government Value and Financial Innovation
The department successfully obtained contractual exceptions that reduced the service cost from AED 700 to AED 200 per month for the same service and the same approved vendor, achieving the lowest recorded rate across Abu Dhabi.
This initiative resulted in cumulative savings of approximately AED 4,482,000 over three years. Additionally, the Abu Dhabi Local Content Program index increased from 46% to 81%, accounting for approximately AED 22 million, through negotiations with the supervising entity.
The performance of unified government contracts improved from 92% to 95%. Support was also extended to micro, small, and medium enterprises by enabling bid bond waivers and approving payment terms within 15 days, in accordance with approved requirements.
Institutional Impact and Official Recognition
This transformation led to an increase in government compliance from 36.9% to 95.48%, as assessed by the Abu Dhabi Government Enablement Authority.
The Procurement Director was nominated to contribute to the development of government procurement policies at the emirate level, was appointed as a member of the Strategic Collaboration Award, and the Procurement Director achieved an "Excellent" rating in the 2025 annual performance review.
Conclusion
The Abu Dhabi Authority for Culture & Heritage demonstrates that successful institutional transformation relies on visionary leadership, integrated systems, effective investment in human capital, and digital transformation to enhance governance and operational efficiency. This approach establishes a replicable model for other government entities seeking efficiency, transparency, and sustainable government value.
