- Organization Description:
Qiwa is a national digital platform established by the Ministry of Human Resources & Social Development in Saudi Arabia. Its core mission is to modernize and streamline labor sector services by automating processes such as work permit management, contract administration, &expatriate visa automation,Qiwa focuses on reengineering business processes to achieve greater efficiency & seamless integration.
Qiwa is Saudi Arabia's national labor market platform, serving more than 14.5 million users and over 2 million establishments while integrating services from 34+ government entities. As the system of record for employment status, wages, and regulatory compliance, Qiwa safeguards workforce stability and business continuity across the Kingdom. Customer service, therefore, is not a traditional support function-it is a mission-critical national capability where delays or errors can directly impact livelihoods and legal compliance.
As platform demand and regulatory complexity increased, Qiwa recognized the need to fundamentally redesign how customer service was governed, planned, and delivered. The transformation shifted from reactive case handling to a centrally governed, proactive service assurance model focused on risk prevention, operational resilience, and national trust.
At the core of the transformation was a redesigned operating model. Fragmented, channel-based management was replaced with a structured framework featuring clear roles, decision rights, and escalation authority. A centralized War Room was introduced as a real-time coordination hub, consolidating live data across all service channels to identify high-risk cases and systemic issues early. Cross-functional collaboration enabled rapid resolution and proactive mitigation, preventing escalation before customers were affected.
Frontline agents were repositioned as empowered end-to-end case owners. Through targeted capability uplift, defined decision frameworks, and access to integrated systems, agents resolved complex cases independently. This reduced handoffs, accelerated resolution, strengthened accountability at first contact, and improved customer confidence.
Service planning evolved from volume-based forecasting to a risk- and impact-driven approach. High-priority cases affecting employment status, salary processing, or compliance obligations were proactively identified and prioritized. An integrated Customer Information System unified interactions across calls, chat, WhatsApp, social media, kiosks, and branches, enabling real-time visibility into full customer journeys. Live dashboards and analytics shifted management from retrospective reporting to predictive oversight and early risk intervention.
Processes were standardized in alignment with COPC standards, embedding structured complaint handling, quality assurance, and root-cause analysis into daily operations. Continuous improvement became institutionalized through daily performance reviews and cross-functional governance forums, ensuring systemic issues were resolved permanently rather than repeatedly managed.
Accessibility was embedded as a core service principle. Elderly customers and people with disabilities received priority handling, supported by one of the region's first sign-language video channels for government services. A dedicated VIP program provided personalized, high-priority support to more than 600 elite establishments. Physical accessibility expanded through new branches in Riyadh, Jeddah, and Dammam, alongside a structured Virtual Branch model delivering nationwide reach.
The results delivered measurable national impact. SLA compliance increased from 80% to 96%. Complaint volumes declined by 97%. Average resolution time dropped by 73%, while First Contact Resolution improved from 85% to 94%. Customer satisfaction rose from 87% to 91%, and abandonment was reduced to zero. Service reach expanded to more than 25,000 physical branch clients and nearly 8,000 virtual branch users in 2025 alone.
Beyond performance metrics, the transformation reinforced public trust. By proactively preventing service disruption and protecting employment continuity, Qiwa strengthened confidence in Saudi Arabia's labor market infrastructure.
Fully aligned with Vision 2030, Qiwa's Customer Service Transformation demonstrates how disciplined governance, intelligent planning, empowered teams, and inclusive design can redefine government service delivery at national scale. It establishes a scalable, resilient, and future-ready model-positioning Qiwa as a benchmark for innovative customer service excellence.
